SUSAN RIVER HERVEY BAY — Village
- What is the Susan River work camp and its purpose?
It is a temporary worker accommodation village that provides safe, reliable housing for large regional projects while reducing pressure on local housing and tourism markets.
- How long will the Susan River village operate?
It operates under a temporary approval through to December 2028.
- What happens after 2028?
The village is fully demountable and leaves no lasting mark on the land. Discussions continue with the landowner and authorities based on regional need.
APPROVALS & COMPLIANCE
- When was the original development approval granted?
December 2023.
- When was the expansion to 400 beds approved?
DA approval January 2025; Building Approval issued on 4 May 2025.
- Are there conditions attached to the approvals?
Yes. Conditions are publicly available via Fraser Coast Regional Council records.
- Is Base Quadrant fully compliant?
Yes, all approval conditions have been met and BQ maintains ongoing communication with authorities.
COMMUNITY & EMPLOYMENT
- Will the village take jobs away from locals?
No. Base Quadrant hires locally as a first priority. Regional trades and businesses remain fully engaged on their own projects and livelihoods and often do not want to participate in larger government projects as it removes them from their core business and impacts their long-term sustainability.
- Why is non-local accommodation required?
Large infrastructure projects often require specialist skills not available locally. Workforce accommodation ensures projects progress without impacting local housing or workforce availability.
- How does the village benefit the local community?
It reduces pressure on rental markets, boosts local procurement, supports job creation, and enables major project delivery without community disruption.
INFRASTRUCTURE & CHARGES
- What infrastructure has Base Quadrant funded or delivered?
BQ has enabled upgrades to the Hervey Bay–Noble Road intersection, internal access roads, and installed off-grid essential services infrastructure.
- Why is there a dispute with the Fraser Coast Regional Council?
The village is off-grid, does not use council utilities, generates minimal traffic, and has an offset agreement already met. The infrastructure charge issued is inconsistent with these facts and is being appealed.
- Has Base Quadrant already paid for upgrades?
Yes. Internal road construction and upgrades delivered with TMR have already been funded.
- Will upgrades benefit the wider community?
Yes. Intersection improvements and safe access routes contribute to long-term road safety and regional infrastructure quality.
- What is a Negotiated Infrastructure Charges Notice?
A formal document issued by council outlining infrastructure charges that can be negotiated or appealed.
LEGAL PROCEEDINGS
- What is the current status of the appeal?
The appeal has been lodged with the Planning & Environment Court and is awaiting next steps.
- What outcome is Base Quadrant seeking?
Removal of the incorrectly issued infrastructure invoice and any associated costs.
- Will the legal dispute affect operations?
No. All operations continue as normal with zero impact on residents or bookings.
SUSTAINABILITY & ENVIRONMENT
- Is the village off-grid?
Yes. The village operates with its own water treatment, wastewater systems, and power solutions, minimising reliance on community infrastructure.
- Will the village leave a lasting environmental impact?
No. It is fully relocatable and designed to leave no footprint once removed.
- How does Base Quadrant minimise environmental impact?
Through modular construction, renewable energy integration, efficient systems, waste reduction, recycling, and land protection measures.
